Competency of The Local Government in Road Traffic Accident Prevention and Control : a Case Study of Muang District Khonkaen Province 2551.

Abstract

          This cross sectional descriptive research was aimed to study competency of The localgovernment in road traffic accident prevention and control in Muang District KhonkaenProvince. The population was 19 local governments in Muang District Khon kaen. The researchinstruments were the questionnaires and interview guide. The validity was checked by 3 experts.Cronbach coefficient of instruments was 0.98 . The research were collected by research assistantduring 7 - 31 March 2009. Data was analyzed by computer programs in term of percentage,mean, standard deviation, Pearson Product Moment Correlation Coefficient.

          The competency of the local government in road traffic accident prevention and controlwas found at ùmediumû level ( x = 3.35, S.D. = 0.59), the competency of planning step practice evaluating and Output/ Outcome were found at ùhighû level ( x = 3.70, S.D. = 0.51 and x = 3.66,S.D. = 0.46). The competency of the local government factor were found significantly related toOutput/ Outcome of accident control at medium level (r = 0.603, p-value < 0.001). Thecompetency of planning step practice evaluating were found significantly related to Output/Outcome from accident control high level at 0.05 level (r = 0.768, p-value < 0.001)

         The way to development competency of the local government in road traffic accident prevention and control were local government can accept personnel budget tool and technology.

          The local government can be support from department of disaster prevention and mitigationto get serve people and local government should give the participant in local area to operating decrease traffic accident.
