Studying the Healthcare Service System, Challenges, and Public Opinions Regarding the Transformation of Primary Health Promoting Hospitals through Mission Transfer to Provincial Administrative Organizations

Abstract

Descriptive research aimed to study the health service system, obstacles’ issues, and public opinions regarding the sub-district health promotion hospital during the transition period of mission transfer to the provincial administrative organization. The sample group included eighteen representatives from hospital directors, district public health officers, sub-district administrative organization chiefs, primary health promotion hospital directors, professional nurses, and 415 service recipients form Lao Suea Kok district. The quantitative data were collected with questionnaires and qualitative data with in-depth interviews. The tool's quality was assessed, with an IOC of 0.67-1.00 and a Cronbach's Alpha value of 0.87. Data analysis was conducted using descriptive statistics for quantitative data were analyzed employing content analysis.

The results found that the health service system of sub-district health promotion hospital in the transition phase was similar the previous services for the people in four dimensions including promotion, prevention, treatment and rehabilitation. Professional nurses satisfied after the transfer but there were still worries about the stability of the position. The problem and obstacle included budget constraints and inadequate personnel allocation due to the need for staff relocation. Furthermore, the differences in regulations between ministries necessitate significant adjustments. Regarding public opinions on the primary health promoting hospitals, before the mission transfer was highest (x=4.52, S.D.=0.64) and after was highly (x=4.46, S.D.=0.66). The facilities, equipment, and amenities before the mission transfer was at a high level (x=4.45, S.D.=0.69) and after the mission transfer was at a high level (x=4.42, S.D.=0.78).
