EVALUATION OF THE HEALTH SYSTEM STRATEGIC PLAN OF MAHA SARAKHAM PROVINCE IN 2022

Abstract

This study aimed to evaluate the strategic plans, operational outcomes, and problems associated with the 2022 Maha Sarakham Provincial Health System Strategic Plan. It is an evaluation study using CIPP model framework. In this study, the district-level performance outcomes of the fiscal year 2022 of all 13 CUP were evaluated based on 70 key performance indicators (KPIs) from 21 main KPIs, corresponding to the provincial health system in 2022. The sample of 158 plan coordinators from the 14 departments of Provincial Public Health Office and 13 CUPs (10 people each) were purposively selected. The research tools consisted of a performance check form, a questionnaire and an interview guide. Data were analyzed by descriptive and inferential statistics.

The study found that the results of all 3-aspect evaluation, context, input and process in order to implement the provincial health system strategic plan into practice were at a high level. Overall, the product evaluation score for the six strategies for implementing the plan was 4.05 (very good). Among CUP's evaluation scores for the 2022 provincial health system strategic plan, Chiang Yuen had the highest score (4.38/very good), respectively. Good preparation in terms of context, input and process was significantly associated with the performance of the system strategic plan indicators at the 0.05 level.

This study suggests that 1) systematic analysis to adapt the strategies of KPIs that didn't meet the criteria, raise good KPIs to very good levels and raise very good KPIs to become best practices and generate innovation. 2) to increase the efficiency of planning system and putting it into practice.
