EVALUATION OF SRATEGIC HEALTH PLANNING KHON KAEN PROVINCE FOR A PRERIOD OF 5 YEARS, 2018-2022

Abstract

The purpose of this research was to evaluate the Khon Kaen Provincial Health Strategic Plan for 5 years (2018-2022) using the CIPP Model as a research framework. The sample consisted of 203 people, including the Khon Kaen Provincial Health Planning and Evaluation Committee, provincial, district, and sub-district health promotion hospital indicator managers. The researchers evaluated the performance of 31 health strategic plan indicators. Data were collected using questionnaires and interviews. Data were analyzed using descriptive statistics.

The results showed that the average score for the context was the highest (= 4.25, S.D.= 0.63), followed by the process (= 4.12, S.D.= 0.65), and the input (= 3.99,S.D.= 0.65). The input factor found that there was insufficient staff for the work, budget support for the implementation was inadequate, and staff received academic knowledge development that was    consistent with the action plan and supported the strategic issues.

The results of the evaluation of 31 indicators showed that 20 indicators (68.97%) were achieved and 9 indicators (31.03%) were not achieved. Two of corporate indicators, namely the average life expectancy at birth and the average life expectancy of good health, were not achieved.

Recommendations: 1) Develop an effective system to support operations, supervision, monitoring, and evaluation. 2) Adjust the health strategic plan to be consistent with current missions to support the transfer of primary health care missions to provincial administrative organizations.
