Factors Affecting Success of Universal Coverage Insurance in Hospitals in Surin Province

Abstract

     This correlational research aims to study socio - population character, inputs, process, knowledge and attitude factors that affected the success of universal coverage insurance in hospitals in Surin province. The study also determines the level of their effect on success of universal coverage insurance. The study used 712 cases (384 clients 328 health care providers) as its sample size. Sampling method was multi - stage random sampling studied in Surin hospital, Sumrongtab hospital, Prasat hospital and Primary care units during February to May 2003. Instrument was questionnaire and reliability was 0.96. The method of analysis was calculated and presented by percentage, mean, standard deviation, multiple regression analysis, stepwise multiple regression analysis, frequency and conclusion. The results were as follow :
1. The socio - population character. Client groups (53.9%) have average age of 30 years old; their occupation were farmers, sellers, students and employees (13.5 % equally in all category). Educational status was lower than a diploma (47.4 %), diploma (3.5%) and bachelor's degree (3.2%). Health care provider groups (46.1%) have average age of 34 years old. The position were practitioners (35.1 %) and managers (11%). Educational status was bachelor ,s degree (27.5 %), diploma (10.5 %), lower than a diploma (4.3 %) and a master's degree (3.8%).
2. Input. Both overall and particular factors (such as man, planing, budget, place, equipment and accommodation) were considered as moderately appropriate.
3. Process. Both overall and particular factors (such as service system, the public relations and problem solving) were considered as moderately appropriate.
4. Knowledge, client groups, and health care provider groups have high level of knowledge in objective of universal coverage insurance, benefit and reimbursement.
5. Attitude of universal coverage insurance project. Client groups and health care provider groups have the positive attitude to this project in high level.
6. The success of universal coverage insurance in hospitals in Surin province were at highly successful level in health behavior and satisfaction aspects, especially in health promotion, health prevention, health care and rehabilitation.The satisfaction of universal coverage insurance in hospitals in Surin province was high in result of treatment, service behavior, payment of treatment and quick and convenient service.
7. The relationship among the factors affecting success of universal coverage insurance in hospitals in Surin province was found as Follows: The socio - population character, inputs, process, knowledge and attitude have positive relationship to the success (0.01 statistically significant).
8. The socio - population character of occupation side; They are farmers, sellers, students, employees, primary school education, secondary school education, diploma, the master, s degree, the manager, age, the input including man, planing, budget, the place, equipment and accommodation, the process including service systems, the public relations and problem solving, knowledge and attitude affecting success of universal coverage insurance statistically significant at 0.05. The level of prediction was 0.749 or 56.1%.
9. The good predictors for predicting the success of universal coverage insurance. The good predictors were the socio - population character of occupation side employee, civil service, age, input side man, planing, process side the public relations, problem solving, knowledge and attitude have statistically significant at 0.05. The level of prediction was 0.745 or 55.5 %. <2>
