The Problems, the Needs and the Result of Rehabilitation for Disabled Persons in the Health Service Networks of Sisaket Hospital in 2005-2007

Abstract

Objectives: This research aimed to study the overall problems, obstacles, the needs and the result of rehabilitation for disabled persons in the health service networks of Sisaket hospital.
Methods: The descriptive studies were all disabled persons in the districts of Amphur Muang and Phayu district. The data were collected through interview forms. The data analysis were descriptive statistic such as frequencies and percentiles.
Result: The study has found that all 1,294 disabled persons from health service network were classified as follows ; physical and motion 39.4%, intellectual and learning 16.1%, mind and behavioral retarded 14.3%, hearing and communication 13.4%, visual 10.7% and repeated disabled 6.5%. Most of disabled persons (34.4%) could partly help themselves and need caregivers whereas 13.5% could not. 31.0% covered by universal coverage (UC) fund or "gold card" as registered disable. There were 44.3% of disables were examined their disability but did not received rehabilitation. According to the interview, the disables problems and needs were low economic status 88.7%, need continuous supported fund 62.2%, need home visited 46.2%, need social welfare and socio-therapy 44.9%, need rehabilitating equipment 19.5%, need mental therapy 17.2%, need physical therapy 15.4% and need disable registration 45.1%. In disable rehabilitation ; 25.2% need occupation rehabilitation, 14.1% need social rehabilitation and 10.4% need education rehabilitation. Outcome of disable rehabilitation campaign ; proactive disable UC fund registration in 2005 had increased coverage rate to 86.24%. There were 320 key persons from disabled rehabilitation program of Sisaket hospital network in both districts were framed to develop their potential. As the effectiveness of this holistic and continuous campaign, it was awarded the winner of innovation for disable potential development in northeastern region from national health security office.
Conclusion: The problems of disabled were low economic status, need continuous supported fund and home visited. This study suggested that disable potential development should emphasize on every aspect of rehabilitation especially in terms of occupation. Furthermore, the spreading of disabled person network, together with the cooperation from both government and private sectors including local administration organization must be focused on.
