Development of Health Literacy Organization Competency Enchantment Model to Road Traffic Accidents Prevention of District Health Board

Abstract

Background: Saraburi Province had a road accident death rate of 29.45 per 100,000 populations, which exceeded the target of the Road Safety Master Plan 2018-2022. The Road accidents were rooted on unwanted behavior and the diversity of the local environment. So, the solving of local problems needs to be carried out by the district health board that understands the problems and has appropriate health literacy skills.
Objective: To the development of health literacy organization competency enchantment model to road traffic accidents prevention of district health board
Methods: The mixed-method research was study during September 2022 - Feb 2023. The samples consisted of the District health board in Saraburi provincial, the experts, and the Stakeholders of the Road Accident Reduction Action Network, selected by the purposive selected, the snowball sampling, and the simple random technique. The Focus group discussion process, semi-structured interview, the Participatory observation and the questionnaire were constructed and used as tools for data collection; and the data were analyzed by using content analysis, descriptive statistics and Inferential statistics.
Results: Development of health literacy organization competency enchantment model to road traffic accidents prevention of district health board consisted of 8 processes; 1) Determine of policy with approval from all stakeholders, including government, local, private, media, and civil society, 2) Create a concrete cooperation network with clear structures and roles, 3) Appoint committees for work at the district, sub-district, village and community levels, 4) Develop information systems and link databases for use in road safety management, 5) Organize proactive the social activities and provide a platform for creative reflection through community activities 6) Strengthen health literacy according to the concepts of experiential learning and lifelong learning for the people, 7) Establish a road safety literacy learning center, 8) Praise a role models and best practice organizations and publicly announce their achievements, and 9) Promote the environment and strengthen the culture and values of road safety in families, communities, educational institutions, workplaces, and establishments. The model was considered high level in actually utility ( = 4.1, S.D. = 0.5) and feasibility ( = 4.1, S.D.= 0.4) could be applied to the context of all district health board in Saraburi Province and the actually utility and feasibility perspective of different districts were not significant.
Conclusion: The 9 process of the model could be applied to a tool for promoting potential and strengthening the road safety organizational culture of the district health board in Saraburi Province.
